Biography

Adjunct Professor Philip M. Halpern was appointed as a Judge of the U.S. District Court for the Southern District of New York on February 21, 2020, by President Donald J. Trump, with the advice and consent of the U.S. Senate.

Prior to his appointment to the bench, Professor Halpern practiced commercial litigation for almost four decades, and was managing partner and head of the litigation group at Collier Halpern & Newberg, LLP, in White Plains, NY. While in private practice, he handled some of the most complex and challenging litigation issues representing individuals, corporations and Fortune 500 companies. His practice focused on commercial litigation, estates, employment litigation, real estate litigation, and securities litigation. Professor Halpern was awarded an Honorary Doctor of Laws by Haub Law in 2021.

Professor Halpern authored a two-volume book on civil procedure, Civil Pretrial Proceedings in New York, as well as a textbook entitled The Burden of Proof. He has also authored a number of articles for the New York State Bar Association, the American Bar Association, the Westchester County Bar Association and Pace Law Review. He has also lectured for the Office of Court Administration, New York State Bar Association, the Westchester Bar Association, New York City Bar Association, and others, on a variety of litigation topics.

Professor Halpern began his legal career as a law clerk to Judge Irving Ben Cooper of the U.S. District Court for the Southern District of New York in 1980. He graduated from Fordham University College of Business magna cum laude, with a major in economics, and received his J.D. from Haub Law.
